Invitation to Quote – Development of an Active Design Workforce Training Programme

Active Partners Trust

Active Partners Trust is seeking to appoint an organisation or individual to lead the co-design a training package that is bespoke to the needs of the workforce who are planning, building and operating spaces and places where people move and are active. Deliver pilot training programmes within and across system partners. Background to this work Active Partners Trust has a shared priority regarding the planning, building and management of places and spaces where people can walk, cycle and wheel in a safe and inclusive environment. To achieve this, we propose to use the principles of Sport England’s Active Design to develop a workforce training programme to be delivered across the workforce in Derbyshire and Nottinghamshire. This initiative aims to develop the Active Design programme in a way that it provides a bespoke training programme for the workforce who are involved in the development and management of spaces where people can be active, professions such as Planning, Landscape Architectures, Social Housing, Parks and Leisure, Highways and Transport, Community Safety. Derby City Council and Nottinghamshire County Council will be the two authorities where the programme will be tested and work will include the development of ‘Net Movement Gain’ as a concept to measure how movement/physical activity can be included in the development of spaces and places. Objectives of this work • Grow a shared understanding and knowledge of how movement and physical activity can be designed into all places and spaces where people can be active. • Grow a shared understanding of how community voice and lived experience can be included in the creation and operation of places and spaces where people can be active. • Introduce the concept of Active Design and embed within strategy and policy that creates places and spaces to enable people to be active. • Provide context and content for the use of Net Movement Gain as a measure of achieving an increase in movement/physical activity within a new or refurbished place or space. We welcome expressions of interest from individuals and organisations with experience in Active Design and engaging in its development with national partners. Please outline your relevant expertise, proposed approach, and anticipated timelines in your submission. The funding available is up to £5,000 including VAT and expenses and we envisage the work spanning over 6 months from November to April 2026.
